The hot water tank in the loft is empty it doesn't appear to be refilling and there is no cold water coming out of any other taps

You probably have frozen pipes. Keep an eye out for when they thaw since it is a possibility one or more of the pipes have broken from freezing and will spew water all over the place. It might be better to be proactive and shut off the incoming water line.
