I'm currently on L1A visa which is expiring in March 2010. My wife is on H1 visa . I would like to secure H4 visa to spend some time with her beyond March 2010.

1. Is it possible to secure H4 visa while I'm in USA ?

2. What is the process ?

3. Is her employer would file for it or I need to initiate on my own ?

You need to file I-539 with supported documents from her and her employer. If you leave US after status changed, you must apply for a new H-4 at US consulate.
