This is something of a long shot, but it could possibly be Davey Havok, the singer for the band AFI:

The person in this picture appears to possibly have a piercing in his right lower lip in about the same spot that I believe Davey currently has one. The black painted nails and elaborate attire would fit with what I've seen in some of their older videos.
