Can someone sign a birth certificate if they don't have dna proof?
Can my fiancé sign my two year olds birth certificate if he is not really the father?

No that is fraud on a government document.

Next the birth certificate should have been issued when the child was born, and I will assume no father was listed.

You would still have to go though court to have a new one issued.

If he wants to be the legal father, he needs to go though the adoption process
