The current temperature is 28 degrees. I want to wash a load of clothes, but I don't want to increase the risk of my pipes bursting? Does washing clothes during frigid temperatures increase the chances of pipes bursting?

If your washer's indoors you'll be just fine. Good luck, Tom
Using the washing machine will not increase the chances of bursting pipes in any way.
What increases chances of a burst pipe is allowing the water pipes to be inside an outside wall.
As Tom said, you should be fine. Just be sure to allow as much heat into the room during cold times as you can. Leaving doors open into warmer rooms will help a lot here.
MARK
Where I am we consider 28 degress a heat wave, wash to your hearts content. Your drain pipe leaves the house at a about 65 degrees and goes outside under the home around 50 degrees. Aorund 35 -40 below zero for extended time you may see some sewer pipes start to frost up but normal usage will keep them flowing.
