I'm sorry to say this but what on earth are you doing with a puppy when you can't afford basic veterinary care?
The lack of him drinking alone would be enough to make me take him to the vet. Dehydration in dogs, especially young puppies can be deadly.
Call around all the vets in your area and see if you can find one who is willing to work out a payment plan for you.
This pup needs to see a vet.
If you can't afford to care for this dog when he's ill then give him to someone who can.

We can't give you a diagnosis over the internet, no one can. Your only option is the vet.
Until you see the vet give the puppy pedialyte, use child syringe, one full syringe every 15 minutes or so.
Make an appointment now! Your puppy is on borrowed time.
How long have you had your puppy? And.. most improtantly, where did you buy this puppy? If you did by chance get your puppy from a breeder, call them back up and tell them you have a sick puppy. A lot of good breeders (and I know this sounds real bad) will exchange your sick dog out for a healthier one... or... they would be able to help you out with the vet cost. If you got the pup from a rescue/shelter, then call them back up and tell them they sold you a sick puppy. Rescue/shelters are in the position to take the dog back and get it healthy. Depending on rules and policies, you may need to surrender the dog back to the shelter/rescue in order for the organization to get the full benefits of their 501c3 agreement with vets that they use. Most shelters/rescues will work with you and give the dog back to you... Unfortunately it is a concern that you are unable to provide help for this dog. If this is by chance a "puppy cold" (if it is indeed something minor, which I doubt) and you cannot afford the medications, then Id hate to see the consequences this dog will be facing if something worse were to happen, i.e. hit by a car... Think of this pup as your child... would you deny proper medical treatment from your child? This animal feels pain just like people do and is probably pretty miserable right now... If you cannot afford to take this dog to the vet, then I would, like everyone else on here, highly suggest you give the dog over to someone who can. Keep your puppy warm and quiet.. make sure the pup isn't in a place that is real drafty and monitor the pup regularly and maybe document any strange breathing and when the puppy does eat/drink. That will help you out quiet a bit when it comes time to talk to a vet.
... Vets will work with you... you just need to call around and tell someone your story... for all we know on here, you could have just lost your job as well...
