I have a mtd snowblower that has been sitting for at least 3 years dry with no fuel. I tried to start and it will not turn over. What should I do to get this thing running?

Sounds like maybe at least 2 Problems, A Good Charged Battery to turn over, then a clean Carb and clean fuel, At that point if it still doesn't start, check for spark.
