Outlook Express does not have .pst files.

I have seen this error caused by Norton/Symantes products often. If you have one installed I recommend turning off email scanning to see if you get your OE connectivity back.

The error generally means you tried to send an e-mail and it didn't go out because you couldn't connect to your ISP's outgoing mail server.
