No, Black is your hot. White is at same potential, but should not be connected to ground. May have to be on a GFI.
Hopefully one of the Electricians knowing Current code on that can help.
Haven't run into 1 I couldn't get a ground to.
It would help to know what you are trying to do.
If you are trying to extend an ungrounded circuit then the extended portion MUST be GFI protected.
Can you fill us in a bit?
