Could this be herpes or something else not as serious?
Since this time last year I have had two bumps that seem to look like
Pimples under the head of my penis on the foreskin. I'm unsure of what it is?? I've been tested for syphilis and that came back negative and I have been told my by many people that herpes doesn't last this long. The bumps only are irratating at some points but never puss up or go away. They have never been painful just sometimes are irratating. They say herpes usually goes away and goes back to normal after a few weeks before reoccuring at another time. Any ideas about what this could be would be nice.

Have you shown it to the doctor when you were tested for syphills ?

It could be one of 100 things

There's really no way to know without doing tests and seeing the bumps (no, do not post pictures!).

You really need to get this checked by your doctor and insist that they determine what this is.

You are correct that herpes lesions would not stay for a year, unless you had a terribly suppressed immune system, to the point that you would definitely know it. The fact that the bumps are not painful and don't leak anything from them also points to something other than herpes. Have your doctor rule out genital warts and molluscum contagiosum.
