The furnace igniter fails to fully light the furnace. If I turn off the frurnace, then the igniter will fully work properly. Does theigniter need to be replaced?

I don't understand your description of the problem. You may have to give more details before anybody can help.

Is this a hot surface ignitor? If so and it glows bright enough to ignite the gas it is good, something else is wrong.
