My wife is and employee of the State of Georgia (technical school teacher) and is not having social security taxes withheld from her salary. How will this affect her/us at tax time?

Teachers in GA do not fall under social security but are under the state teachers retirement

So an amout similar to Social security should be going to the TRS system

Tks. I just went back a looked at her pay statements. The description was vague, but there does appear to be such a payment.
