I have a small 10 ft track light that is getting power but won't light. I tried with and with out dimmer and all wiring as well as light recepticles indicate a power flow via a simple voltage detector. What gives?

Check that all contact points are bare and not painted or clear coated.
Check for a loose connection. A connection that is loose may indicate voltage when there is not draw, but as soon as a number of amps are being used, it fails.
Do you get a voltage reading on the track contacts?
