Under the incoming power meter, I have a 200a main breaker with #2 130a rated cable leading to a 125a sub-panel. Is this a workable set-up or does it require change

If it was a full 200 amp service, which is questionable, and for the purpose of model homes, you should not have a problem.

#2 wire fed by a 200 amp breaker is a serious problem.

I would also question supplying power to multiple residences off one panel. Where are you located ?

They are model homes, just for show, not actual residences.
