1993 toyota camry tried to jump start it, it started to turn then nothing, no power anywhere. I found out later there was no anti-freeze, car was frozen, what blew?

Where is this car located? If the block were frozen solid your water pump would not trun and that alone could be enough to stop the engine from being turned over. A completely frozen car has lost some cranking amps to the starter so that is not really strong. Toyotas sometimes have a fuseable link, what year Camry do you have?
