Check your breaker at the supply box first. If that breaker (or fuse) seems to be okay, then your GFCI outlet needs to be replaced.
Do not by the cheapest one if you buy a new one - problems with that.
Also make sure that you have a seal gasked and a bubble cover over it to protect it from weather. They have them at the big box stores too. Have an electrician or someone who really does know how to do it (not someone who thinks they know) do the repair.
If you want to do it, post back if you need to.
Before assuming the GFI device is defective and needs to be replaced, consider that the GFI may be working and doing it's job due to a ground fault in the circuit.
Unless your handy with tools and knowledgeable of wiring, you may be better served hiring a service electrician to troubleshoot the problem.
