I got the toilet up and running
I was referring to the adjustable heigth of the valve, which is desired at one inch above the overflow tube.

No, do not cut the overflow tube back. You will reduce the amount of water in the tank and impede the flush. Extend the ball cock up as high as you can and let it go. The ballcock will operate under water just as well. Good luck, Tom
