Global map - Annex I

The UNFCCC has produced a map which seeks to rank green house emitters against the Kyoto base year. Of course it can only rank those nations which are considered developed and for some percular reason eastern Europe figures prominently, whilst other parts of the defunct Soviet Union don't get rated
