I know where she works but not where she lives. She did sign & notarize a letter stating that she owes me this money. How can I garnish her wages?

You can't do anything until you get a Judgment against her. That's your first step. File against her in Small Claims Court, prove your case, get the Judgment, collect by any means which are legal in your State.
