    Do you mean the bill for water usage, or plumbing repairs?
    Either way, it should be specified in the Lease. Do you have a copy handy to check it?

    First a tip. Use the subject line to attract attention but use the body ot FULLY explain your question. The more you put into a question the better are able to answer.

    Generally, plumbing fixtures are considered part of the property and would be the landlords responsibility to repair. However, if the tenant was negligent or destructive (their kid dropped a cherry bomb down the toilet), then the landlord could sue for the cost of repair.
