Any idea what one can do when the nut and bolt are both turning? How to get the nut off?

Yep, Have two ideas.
Idea #1. These vise grips are amazing. http://www.irwin.com/irwin/consumer/...rwinProd100329
You should be able to hold the stud and use a wrench to get it loose. Then a little prying pressure from the rear to put some tension on the nut.
Idea #2
A Dremel tool with a right angle adapter and a cutting disk. Cut a slot for a screwdriver bit in the stud and take the nut off with a wrench. Basically the same sort of lock system used on lifters.
Practice on a similar bolt and nut combination. Put two nuts on a bolt and leave about the same amount of threads exposed. Just make sure the slotted screwdriver fits very well.
Nice picture. I don't believe you have a serious problem at all. Remove the stud, nut, and filter. Then, reinstall the stud (properly torqued), new filter, and nut. Do not apply heat--that could do major damage. Since you live in Canada, refill with full-synthetic transmission fluid.
