    Noun form of verb outnumbered
    I want to write headline using it considering outnumbered as most imp. Verb
    Traditionally the number of locals who attend the madras music festival is relatively low. However this year locals outnumbered by more than two to one.

    That's quite long for a headline. But is best served for the opening paragraph.

    Headline could read more like this...

    Locals outnumbered visitors by more than two to one at local music festival.
