On a 2001 Mercury Sable, if the fuel pump doesn't make a sound after the ignition is turned on, does that mean it is bad? If the fuel pressure regulator is bad, will the fuel pump still come on or make a sound? I really need help. I can't start up my car...

Just because you can't hear the pump, it doesn't necessarily mean that its not working. If the pump doesn't prime, as you are saying here, it could be a wiring issue or a pump failure issue, the inertia switch could have tripped. Get yourself a repair manual start with some basic checks. Check your fuses, check fuel pressure, etc.
