I live in a mobile home park in Florida. The owner lowered all the rents on the unoccupied units. Shouldn't mine be lowered also since they are all identical. I was then told I could move into one of the lowered rent units but would have to pay a $600 transfer fee. Can they do this?

Did you sign a lease to pay the higher rent?
