No, he can't "kick him out" at all. If he wants to end your bf's tenancy then he has to give him a written notice giving him 3-30 days (depending on the reason and state law) to vacate. If he hasn't vacated in that time then he has to file a lawsuit for eviction.

If he tries to lock out your boyfriend then tell him to call the police.
