    Outside concrete table has a terrible finish. Tried scrapping
    It down, so I can paint. Did not help. Is there anyway to resurface’.
    Possibly with mortar or something.

    Why don't you take a look at the new textured cements that go down over existing cement to hide cracks and band areas. I think they come in colours as well.

    The best way is to grind the top with a diamond grinder. You can get one to fit a four inch grinder at most hardware stores. After grinding seal with a 50 -50 mixture of double boiled linseed oil and mineral spirits.
    You will love the result. It will look like terrazo.
