I bought a 98 vw beetle and there is no owners manual. There is a new battery that was put in and now my radio is on safe mode. I need to know how to unlock the radio and I need the 4 digit code for the car.

Call VW and have proof of ownership handy. They may even have to get you intouch with the radio manufacturer to get a code. Can't you call the old owner?

I called vw and they said that I would have to pay 100 for them to get it for me and I called the previous owner and they never called back

Callk the lold owner a second time and then the manufacturer. The VW guys just doesn't want to mess with the time involved.
