Child abandonment is filed in relation with TPR and possible adoption.
I don't think you can , How can a mother who does not have custody over the child , abandon it?

There is no formal doctrine of "child abandonment" and nothing to file that would create such a status. If you mean, "will the court terminate the biological parent's rights and allow the stepparent to adopt?" the answer is, "maybe." It isn't a matter of years or months...

Child abandonment is a criminal offense. It is considered to be a serious crime in many jurisdictions of the United States due to welfare concerns.
