I replaced 2 small rubber hose going to a fin style cooler to my power steering on a 2002 Dodge Caravan. I refilled the fluid level but noe the wheel barely turns if you strongarm it. Does the system need to be bled in some way?

Jack the front of the vehicle up, place on jack stands, start engine, and slowly turn the steering wheel lock-to-lock several times. This should purge all of the air from the system.
Chrysler has a TSB out warning not to use the lock-to-lock method. They want you to vacuum bleed.
