I have been asked to bid on an interior home improvement project that involves stripping out old wallpaper and painting the walls. What is the most common yet effective way to bid such a project? Thank you

Time and Material is the safest because
1. The old paper may not be strip able not Sized, sizing under the paper
2. Is it drywall under the paper or plaster? Use long shank thumb tack and see if it pushes in the wall if not and it bends "Plaster"
3. The other problem is the Old glue that bleeds through paint. A Kilzz or Bins Primer sealer is ALWAYS Used after Wall paper is stripped.
So bottom line T&M pricing or a clause needs to be in the contract in case it gets ugly in time spent. Depending on the situation re-drywalling is faster, especially if you can go over the old drywall.
Oh don't forget to color Tint primer before applying. Saves on another coat of finish
