How can I get visitations to see my brother?

I need to know what steps I can take to have legal visitations to see my brother that's living with my mom and she doesn't let me see him
?

Some states provide for non parental visitation. What state do you live in and what is a bit more of the situation (why can't you see him, etc). How old are you and how old is your brother? Where is your father in all of this?

Can you tell us a little more?
Were your parents rights terminated?
Are you living with your parents and your brother taken off them?
How old are you?
How old is he?
