I am putting up 25' wood pole and mounting a dust to dawn lite. I want to run a 3/4 emt up the pole with a weather head on it. Do I need to ground the lite it's 25' in the air?

Technically no, because it is over eight foot and inaccessible to anyone touching it, but I believe the light will need to be grounded per manufacturers instructions.HID Ballasts usually require grounding.
Can I suggest using Schedule 40 PVC, and if really subjected to physical damage, use Sch 80 PVC for the pole riser. It will hold up to the elements much better than EMT, does not need to be grounded, but you can add a green wire to the circuit and attach to the light.
