There is. I can think of three immediately, but none are very practical:
    1. Reverse engineer or learn the format (documented perhaps on Microsoft Technet or MSDN?) of Outlook Express's data store and then write or procure a software utility that will extract message remnants from the files that have not been purged since the last compaction. There may also be registry keys applicable to Outlook Express that provide similar functionality as that described in How to recover Shift-Deleted Messages.
    2. Contact all of the ISPs and telecommunications companies whose networks your email traversed and get them to admit to caching or logging email traffic and then convince them to provide you with a copy of your messages.
    3. Write or procure a forensic analysis software tool that will extract data from all unallocated disk clusters and then manually or heuristically reconstruct as much of the messages as possible from the remaining remnants.
