Thick fuzzy fur is more or less a puppy trait.That is likely to change as she gets older.
Its hard to say from the pics but she sure is a cutie pie!
I would say there is some Jack Russell in there from the markings ;)
Just curious, did they give you a care sheet at the shelter?
A 4 week old puppy can be a lot of work as they don't usually leave their parents until at least 8 weeks old.
The shelter in your area is adopting out 4 week out puppies?

My mom told me 4 weeks but the papers say seven weeks. They also say she's a lab mix... but.. isn't she kind of small for a lab puppy? Especially a seven week old one? She's so sweet. Bless her heart, she's chewing on everything. Can you give a pup her size a small bone for her teeth? Or would just a toy be better?

I don't think I would even try to guess until she is at least six months to a year old.
What does the vet say about her age?
Many years ago now, we adopted a puppy from the shelter where we were living. They said he was seven to eight weeks old. The vet said he was five weeks old.
They also told us he would be a small dog maybe 15 pounds. The vet thought he might have Scottish Terrier in him. He started at 1.5 pounds and doubled in size each of his puppy shot visits. The vet gave up when he hit 25 pounds at about six months. He topped out at about 45 pounds.
He obviously had chow, lab, and Irish Setter in his genes plus only his ancestors know what else.
All I can say is he looked like a black version of your little one when we got him.
