A proper attic must be both insulated and vented correctly, currently yours is neither. What age is the home. The proper venting should include soofit vents to allow air to enter low in the attic. Hot air then rises and exits through a gable or roof vent. Who ever put this house together gave you two exits points and no entry point. I would drill 3" holes and insert round soffit vents or cut out an entire strip of soffit material about 3" wide the length of the soffit. Before blowing in your insulation get some rolls or batts of R30 fiber glkass and cut them into 3' sections. Insert the sect in the joist bay and slide out until it nearly touches your roof rafters. This fiberglass will act like a dam. I am not here to bash HD or any store but they are not here on earth to give builting advice. My neighbor works there, I do his home repair priojects for him.
