Good people, bad people, and very bad people can all have this info, they could use this to con or cheat you, to take advantage of you or worst.

Each jail ( county, city) and each prison, state and federal have their own rules. You will have to contact that prison. Also the inmate status can make a difference for example, in the prison I used to work, if they were general population, they could use the phones every night, but inmates in protective custody only used them 2 or 3 days a week ( less if guards were too busy) Those in lock down could not use phones at all.

Normally the inmate sends out a letter ( provided by the prison) to those who would be on the visiting list for them to be put on the list.

So you need to contact the prison he is going to be at for the visit rules, and ask about the phone and mail rules. Also if you plan on sending money to his inmate account ask about those rules.

Many prisons will have those rules online.

You can call and speak to someone at the new facility. Or wait until sonny sends you a letter about the mail and phone.

Of course, you know that all phone calls are COLLECT from any facility like that and cost an arm and a leg for a conversation. The phone carrier for the jail/prison facility will demand that their charges be paid on a monthly basis and if not paid, then your phone number will be blocked from receiving further calls from that facility until paid in full. Be sure to ask sonny what phone company is handling the collect calls. You can call that company up and actually put money towards any collect calls from sonny may make in the future or check your balance owed to them and pay them directly to avoid any problems with your phone being turned off for non payment of their charges.

But why deprive the private phone company of much deserved revenue - even if it's way over priced. Gee, being in jail is supposed to be punishment. But paying $10 per phone call is actually punishing the folks not in jail. The inmate isn't punished if he's able to call home and stay on the phone for hours on end. What sort of punishment is that having the luxury of talking to everyone for hours on end?

If you want to communicate try writing letters. That's what they used to do before the invention of the IPhone, cell phone, cordless phone, corded phone, etc.
