Can a renter request reimbursement for food spoiled due to a broken fridge/freezer?

You can request anything. Whether they have to reimburse depends upon your lease agreement or applicable laws.

I'd speak to the landlord first and explain what happened. If you go about it nicely they "might" give you a break.
