If someone applies for green card on the base of h4 then leaves US,is he still eligible to get green card if his spouse is in us but donot want to sponsor him again

As long as you're still legally married, your spouse is eligible to obtain permanent resident status. Sending him back home does not solve the problem, divorce does.
