    Computer to remote computer Connection
I need to connect to a computer where there is no Phone line. Purpose is to monitor a webcam on the property. I need to set up a computer to computer connection that's initiated by me from my home PC. Computer I'm calling from DOES have high speed internet connection.
    MY Systems are:-
    HOME
    PC running Windows XP Home
Internet connection of 2MB (I would prefer to use this)
Could use a Dial up connection from the same PC

    REMOTE COMPUTER
    Laptop running windows 98
    Mobile Phone with Infrared connection
Laptop connected to a webcam running PCCAM V1.0

I could possibly upgrade this site to windows XP Home if I really had to but that would add to my budget.

I need to do this at very low cost as it is for a charitable organization who are having trouble with vandals.

A couple of things. A mobile phone will likely drop the connection. It won't stay on. I'm not sure if the mobile phone has broadband. Even if it doesn't dial-up modem connections may require additional charges.

Next, you don't know the IP address of the remote laptop. That's where clients such as DynDNS.com: Free DNS Hosting, E-mail Delivery, and VPS Hosting come into play.

It would make more sense if the system could dial out. As you said extreme budget constraints. Without these, a DVR and a DVR technology with motion sensing and capable of sending emails to a phone and then the phone can observe the activity is a way to go.

But, let's ask a few more questions

Is the location say within 300' of available internet?

    No there isn't.
I'm starting to see that this is not as easy as I first thought.
I had the stupid idea that I might be able to call the mobile at the remote location and have it communicate with the laptop and away I go... alas not.
I think I will have to resort to a camera connected to a video recorder and set it to record at high risk times.

    Many thanks for your help.

The DVR's used for surveliance allow you set an area of the screen that is to be monitored for motion. The DVR starts recording as soon as motion is detected.

Then an email or message is sent to a cell phone and the camera/DVR can be controlled from there.

I've never set my cell phone up to see if it would work with "automatically dial a connection". If you could get over that hurdle, you'd be set. The DVR's also incorporate dydns clients.

But, as you said, technology doesn't come cheap.
