Compressor, and fan are running as is the inside air handler. The strange thing is that there is cold air blowing out of the outside condenser and warm air blowing out the inside vents ?

Are you sure the compressor is running? Is this unit a heatpump as well? What's the brand and model number of the unit?

As hvacservicetech_07 mentioned,, are you sure this isn't a heap pump system. We will need some more info about your system to give accurate advice. Hope you will post back and let us know more.
