Toshiba laptop running XP

I used to be able to make a page scroll a line or two at a time by using the up and down arrow keys. I must have pressed a key or a combination of keys by mistake, because now the arrow keys act more like tab keys. The cursor seems to be there all the time and the arrow keys just make the cursor jump from letter to letter or from link to link.

Could someone tell me how to get the arrow keys to work normally again?

Is scroll lock not active, one of you keys could also be stuck.
Press avery key one the board twice very fast.
