Sure, he can file for a reduction based on changed circumstances. The question is whether the Court will accept his reasoning and reduce the support.
In NY - where I am - the Court will not reduce support for the first child due to the birth of a second - or an adoption. Child support in NY is by Statute (law) and the non-custodial parent pays a percentage of income.

Depends on the proof he presents -
I cannot download the worksheet but I understand that Georgia bases child support on the income and expenses of BOTH parents and the amount is not by Statute (a certain percentage no matter what the circumstances are).
If he can prove decreased income or increased expenses, yes, it appears child support can be lowered.
You need to be well prepared for Court.
