Is Hydroquinone 2% not effective, or what?

And wouldn't the only place to get it over 2% be pharmacy?
Isn't over 2% prescription-only? I'm shocked to see monobenzone.net offered 20% and 80% hydroquinone creams. Will that give Michael Jackson bleached color?

Believe it or not, not even Michael Jackson was completely white. Makeup played an essential role in hiding his breakouts of melanin that often occurred despite having vitiligo and using depigmentation products.

Legally, anything above 2% does require a prescription, but people, especially in other countries, manage to use Hydroquinone in it's purest (or synthetic) form to create solutions in lower percents.

The issue is in many countries there are no laws controlling many drugs, so people merely buy it illegally with no regard of the laws they are breaking

A solution of 80% has very high chance of obviously burning. 2% would mean less concentrated Hydroquinone, therefore a lesser effect over a more widespread amount of skin and process of breakdown.
