My niece have been living with me for about a year beore that she lived with my mother. She's 16 years old every now and then my sister may purchase what she needs,she dosen't call and check on her ,recently my niece needed to go to the hospital I started calling her mother a 1:00 p.m. she didn't show up until 7:00p.m. By then my daughter showed up from work and took her to the hospital. My sister lives with a man but there no way to getr in contact with her because there is no house phone and he doesn't let her use his cell phone. I'm tired of the neglect how can my husband and I get custody.

Will the mother consent to a custody change?

Your best bet would be to establish legal guardianship. You and the mom go to the court, sign the paperwork - probably a couple of forms and a minor fee and you can legally act as a parent.
