Tight. Is there a way to tighten the steering box ?

Your problem sounds more like weight bias rather than a loose steering box or worn components.
Is there any way to shift some of the camper's contents further forward? Of at least, over the rear axle?

Not really everything is tied down, but even with no camper I still have about 2 inches play in the wheel before anything starts to turn
