How to obtain permanent guardianship of an infant
If a family member wants to sign over guardianship of an infant & the father is not on the birth certificate does he need to prove his paternity! Can the mother sign over guardianship without consent of the father. This is a very hard situation my husband & I are willing to take an infant that our 18 year old niece doesn't want to care for, but the father does not want to sign any documents- is there anything we can do?

Are you wanting just guardianship or adoption? Frankly, gurardianship doesn't even come close to adoption. If she really doesn't want the child (not that I blame her and looking to you and your husband is a lot smarter than I have seen happen so congrats to her and blessings to the two of you) see if adoption is more aproprate. If you guys and the mother agree on adoption then hire an adoption attoney and have the paperwork drawn up. Is the father not wanting to sign anything including the birth certificat? Is he not wanting anything to do with the child either? If he dosen't it actually makes the situation easier.
