Can Benoquin be used to lighten in stages
Can benoquin be used to only get so light and then stop or does it have to totally depig the skin?

No. There is no stages, it's all or nothing.
    It's a depig cream not a lightener.

No, it can be used as a lightener, I'm using it myself. Most people assume that Monobenzone is a substance that provides paint-like results; this is wrong.

You may receive a patchwork of light and dark shades if used in higher concentrations, but diluting it beforehand or using it gradually will cause your skin to lighten in shades before depigmenting. By using this method, you ensure that your skin lightens only before depigmenting, thus providing congenial results.

You make a valid point, but Benoquin (which is the brand name) is 20% and there is no between depigging unless like bringing the PH down by diluting it. But I would imagine it's very precarious business and one would be better off just buying monobenzone powder and having it compounded by a pharmacist at 2-5% or whatever.
