Here's a suggestion, uninstall IE8 through control panel and then use zapmessenger to totally uninstall anything involving WLM
Download ZapMessenger 1.0.0 - A one-step tool for removing MSN Messenger and Windows Live Messenger - Softpedia

Now try and download messenger again and install while ie7 is working - hopefully WLM will install properly and once working, upgrade to IE8 again after messenger working

    Hope this help out

I had the same problem too, the website:

http://explore.live.com/windows-live-mail?os=other had a download and I was trying to install on a win xp system,

after searching and found no solution, I saw this address "http://explore.live.com/windows-live-mail?os=other" and changed "other" to "xp"

and it took me here: http://explore.live.com/windows-live-mail-xp

Hope this works, just download and install, worked for me,

    Richard
