    The Smallest Charge.FOREVER!
In 1996 the smallest charge that we can find in the Univers was called the ELEMENTARY CHARGE :
    for convenience : e=1.6 *10^-19 Coulomb

My question is does it still the same??

    Really I won't believe... :):):)

You should probably read up on the 1998 Nobel prize in physics. Here the electrons have effects suggestive of fractional charge.

In addition to this, quarks are thought to have fractional charge, but are only seen bound together in combinations that have whole unit charge (called hadrons).

Well, I have visited the link about Nobel Prize you include, and I have gone through FQHE to HALL effect. You know, I should learn more about Physics... THANKS A LOT CAPUCHIN!
