My yardman mower has a lever that lowers the deck and it broke. How do I go about replacing this myself or do I just need to take it to a professional? The mower pull cord string is not spooling back up either. Are these two issues connected somehow?

The two are unconnected. The starter is discussed in a post in the "sticky" at the top of the page.
The other I would need a model number to tell you how (need to know which deck version.)
